SÍNTESE DO PONTO DE SITUAÇÃO | SUMMARY OF CURRENT STATUS
COMUNIDADE LUSÓFONA DE ARQUITECTURA PAISAGISTA NO ÂMBITO DA IFLA
- Enquadramento
- o actual contexto da profissão;
- os principais desafios ao seu reconhecimento e afirmação;
- as diferentes tipologias de intervenção e projecto;
- o enquadramento institucional e o papel das entidades públicas;
- a influência crescente do sector privado, nomeadamente das empresas de construção e dos promotores imobiliários;
- Do Manifesto à Declaração Constitutiva
- apreciação da Declaração Constitutiva pelos participantes;
- recolha de eventuais comentários finais;
- articulação com os representantes de Macau e dos restantes espaços lusófonos;
- realização da reunião com a Ordem dos Arquitectos de Angola;
- preparação da assinatura da Declaração Constitutiva em Hong Kong;
- formalização da representação de Portugal através do Arq. Alessandro Filla;
LUSOPHONE LANDSCAPE ARCHITECTURE COMMUNITY WITHIN IFLA
- Background
Following the meetings and contacts held within the framework of IFLA, an initiative has been developing to strengthen the presence, recognition and cooperation of Landscape Architecture professionals and organisations from Portuguese-speaking countries and territories.
The Manifesto previously prepared provides the basis for this initiative, seeking to affirm a Portuguese-speaking community within the international Landscape Architecture context and to establish a platform for cooperation among IFLA members and professional organisations from Lusophone countries.
- Angola
In July, a meeting was held with Ruth Wanjiku and members of the IFLA Africa team, during which an overview of the current practice of Landscape Architecture in Angola, particularly in Luanda, was presented.
The discussion addressed:
- the current professional context;
- the main challenges to the recognition and development of the profession;
- the different types of projects and interventions;
- the institutional framework and the role of public authorities;
- the growing influence of the private sector, particularly construction companies and property developers;
- possible strategies to strengthen the positioning and recognition of Landscape Architecture in Angola.
As a next step, a meeting is planned with the Secretary-General of the Order of Architects of Angola, who is also Director of the Department of Education and Research at Universidade Lusíada de Angola and previously headed its Architecture degree programme.
This meeting should provide an opportunity to explore further the recognition and positioning of Landscape Architecture, both professionally and academically.
The summer holiday period has naturally affected the development of this process, with a gradual return to normal institutional activity expected from mid-September onwards.
- Asia-Pacific Region — Macau and Hong Kong
Within the Asia-Pacific Region, Macau currently represents the main point of contact with the Portuguese-speaking community, apart from Timor-Leste, with whom no dialogue has yet been established in this context.
The Macau Society of Landscape Architects (MSLA) has applied for IFLA membership but is not yet a member of the organisation. Consequently, there is currently no IFLA member association in the Asia-Pacific Region belonging to the Portuguese-speaking community.
The Manifesto has nevertheless been shared with Kenny Cheang, President of MSLA, who may provide comments and contribute to the further development of the initiative.
The connection with Macau is important not only because of its place within the Lusophone world, but also because of the potential to establish a bridge between the Portuguese-speaking community and the Asia-Pacific Region.
- From the Manifesto to a Constitutive Declaration
As no comments or proposed amendments to the Manifesto were received within the expected timeframe, I took the initiative of adapting it into a Constitutive Declaration.
The purpose of this change is to give the document a more institutional and operational character, allowing it to move beyond a statement of intent and serve as a founding document for the initiative.
The Constitutive Declaration is attached for consideration and, if agreed, signature.
The intention is for the document to be formally signed in Hong Kong, providing an opportunity to give greater visibility and a concrete institutional expression to the initiative.
- Representation of Portugal
Unfortunately, I will not be able to attend the Hong Kong meeting in person.
For this reason, I intend to entrust Alessandro Filla with representing Portugal for the purposes of signing the Declaration and undertaking the related institutional actions.
This representation will ensure the continuity of the commitment undertaken by Portugal and APAP in this process, while allowing the initiative to move forward without depending on the physical presence of all its participants.
- Next Steps
The main next steps are considered to be:
- consideration of the Constitutive Declaration by the participants;
- collection of any final comments;
- coordination with representatives from Macau and other Portuguese-speaking countries and territories;
- holding the meeting with the Order of Architects of Angola;
- preparation for the signing of the Constitutive Declaration in Hong Kong;
- formalising Portugal’s representation through Alessandro Filla;
- further development of the Lusophone Landscape Architecture community within IFLA.
The initiative should remain open and progressive in nature, allowing the different Portuguese-speaking countries, territories and organisations to join as the necessary institutional contacts are established.
